Human Resource Officer and Safety Administrator

REPORTS TO: Hoffmann President
[Works closely with Operations Manager and Safety Compliance Officer]


The Human Resource Officer works together with department managers to provide initial recruiting, screening, and interviewing for new personnel. This role will be primarily responsible to implement congruent HR policies, best practices, processes, and communications for new hires and current employees who have questions or concerns regarding their employment.

The Safety Administrator provides oversight and administrative guidance to the Company’s Safety Compliance Officer to ensure that our Company provides a safe working environment for all employees and persons within our facility or on a work site. This role will maintain Company and employee records according to OSHA guidelines and the Company safety program.

  • Actively promote and lead as the Company’s employee relations representative
  • Attract the most qualified employees and match them to the jobs for which they are best suited, including direct, temporary, and contract labor needs. Also participate in the college recruiting efforts.
  • Interview applicants:
    • Place employment advertisements
    • Be assertive in acquiring/welcoming potential employees
    • New employee skill assessment (currently for welding applicants)
    • Create a database of past/potential employees throughout the U.S.
    • Build relationships/contracts with temporary help agencies
  • Conduct new hire orientations to ensure all paperwork follows state and federal guidelines at jobsite, Muscatine, and/or the Elk River location.
  • Perform pre-employment background checks and drug/alcohol screening
  • Work with Managers to ensure positive onboarding experience for new hires to increase employee retention.
  • Extensive knowledge of company employment policies/handbook including the Company incentive program to ensure all company HR polices are applied consistently.
  • Perform a yearly review of company policies, including benefit programs and meet with Company ownership for change approval.
  • Maintain employee records according to federal and state guidelines.
    • Post state and federal employment posters
    • Assists in the annual wage administration for weekly field and shop personnel
    • Review and record skill advancement / education / certifications
    • Support Managers and Supervisors in tracking and communicating attendance policy infractions
  • Benefit Packages:
    • Administers employee benefits programs such as the life, disability, health, dental insurances, 401(k), vacation (PTO), leave of absence, etc.
    • Assist employees on benefit administration, including disability, workers compensation, FMLA and other leaves of absence to ensure understanding of benefits, return to work procedures compliance with all applicable processes, procedures, and laws.
  • Disciplinary Action:
    • Support Managers and Supervisors in following and implementing personal conduct and work rules
    • Facilitate matters relating to employee grievances and conflict; conduct investigations and bring them to resolution
    • Support Managers and Supervisors in following and implementing disciplinary steps and actions
    • Advise management in current labor laws
  • Conduct exit interviews to interpret themes or conditions that could affect retention and develop recommendations to support change.
  • Perform a variety of administrative tasks in support of the duties of this position.


  • Maintain all Company safety training records and documents
  • Record and maintain documentation of accidents, injuries, and safety infractions
  • Distribute safety topics and materials for weekly safety meetings
  • Coordinate with Operations Manager and Construction Manager on annual safety training for all Hoffmann employees
  • Work with the Safety Compliance Officer or OSHA Competent Person to facilitate, research, and procure necessary safety supplies and equipment; keep electronic records of purchase history and invoicing, if needed.


  • Minimum Bachelor’s Degree in Human Resources, Business Administration or related field is required.
  • Minimum 3 years Human Resource Experience required with an emphasis on employee relations.
  • PHR, HRCI or SHRM Certification is a plus
  • OSHA 30 Hour Certification (can be obtained after employment)
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique and production methods.
  • Strong problem solving, conflict resolution, mediation, and interpersonal skills; able to influence or defuse situations, as needed.
  • Excellent verbal and written communication skills; ability to work effectively with members at all levels in the organization. Ability to communicate in Spanish is a plus. Ability to effectively present information in one-on-one and small groups.
  • Proficient in Microsoft Office products, including Word and Excel.
  • Excellent work ethic, outgoing personality, and strong attention to detail required.
  • Strong mechanical and construction skills are a plus


  • Generally, a desk job with daily computer work, standing/walking required 30% of the time
  • Position may require additional hours beyond 40hours.
  • Must have the ability to attend meetings before or after normal business hours.
  • Travel and overnight stay, via driving or flying, to project sites when needed. 10% Travel required for HR assistance at project sites.
  • Exposure to construction and industrial conditions, outdoor elements

Must communicate with the Owner/President of Hoffmann, Inc. on the following:

  • Safety – OSHA Site Inspection Reports, HI Safety Inspection Reports, Recordable Accidents
  • If knowledgeable of, significant Construction or Safety Concerns/Issues
  • If knowledgeable, safety shortcuts to gain production, must notify Company ownership.
  • Disclosure of Jumpform / Slipform process to Customers
  • Significant HR issues (ex: harassment/discrimination/uncooperative spirit, etc.)
  • Purchases over $2,000.00 must be approved by Company ownership


  • 10% Travel Required
